Headquarters, Pacific Air Forces, Special Order G-259 (August 26, 1966)The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to Captain Richard A. Ingram, United States Air Force, for gallantry in connection with military operations against an opposing armed force while serving as a Pilot of the 602d Tactical Fighter Squadron, Bien Hoa Air Base Vietnam, in action near Yam Bai, North Vietnam, on 10 May 1966. On that date, Captain Ingram greatly assisted in rescuing two American F-105 Pilots shot down in two separate locations. During recovery from the first rescue, Captain Ingram responded to a call for help from aircraft covering the second downed pilot. Shortly afterwards, his flight was attacked by North Vietnamese MiG-17 aircraft, but rather than dive for the ground and take advantage of the protection it offered, he continued on course, decoying the MiGs away from the recovery helicopters, providing needed time for the F-4C high cover aircraft to drive the MiGs away. He then proceeded to the second downed pilot and aided in his rescue. By his gallantry and devotion to duty, Captain Ingram has reflected great credit upon himself and the United States Air Force.

General Ingram distinguished himself as Deputy Commander of the Canadian North American Aerospace Defense Region and Commander of the 4722d Support Squadron, Canadian Forces Base North Bay, Ontario, Canada, from 11 June 1985 to 31 August 1988. In this important assignment, the forceful leadership and outstanding and dedicated efforts of General Ingram were significantly displayed in the strategic direction of all United States forces in Canada. The singularly distinctive accomplishments of General Ingram culminate a long and distinguished career in the service of his country and reflect the highest credit upon himself and the United States Air Force.
