The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Captain Barry Jack Howard (AFSN: FR-49882/22987817), United States Air Force, for extraordinary achievement while participating in aerial flight as an F-4D Aircraft Commander over North Vietnam on 21 June 1968. On that date, despite extremely heavy defenses, Captain Howard repeatedly attacked several active anti-aircraft positions and was successful in destroying two of the hostile gun emplacements. The professional competence, aerial skill, and devotion to duty displayed by Captain Howard reflect great credit upon himself and the United States Air Force.
