The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel Barry Jack Howard (AFSN: FR-49882/22987817), United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Deputy Chief of Staff, Operations, 314th Air Division, Osan Air Base, Republic of Korea, and as Commander, 475th Air Base Wing, Yokota Air Base, Japan, from 20 March 1981 to 16 October 1983. In these important assignments, Colonel Howard’s outstanding leadership and devotion to duty were instrumental in the resolution of many problems of major importance to the Air Force and the security of the United States. His superb management of resources significantly enhanced the command’s combat capabilities and readiness. He has fostered international military cooperation and goodwill with host nations’ governmental and community officials. Headquarters, 7th Air Force, Special Order G-105 (January 8, 1969)The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to Captain Barry Jack Howard (AFSN: FR-49882/22987817), United States Air Force, for gallantry in connection with military operations against an opposing armed force over North Vietnam on 15 September 1968. On that date, Captain Howard employed risky untried tactics and procedures of his own design in conducting an experimental night escort mission for a photo-reconnaissance aircraft. With complete disregard for his personal safety, he executed hazardous and unorthodox attacks through intense ground fire to destroy several gun emplacements which were firing at the reconnaissance aircraft, subsequently confusing and discouraging hostile defenders throughout the theater of operations and relieving mounting pressure on night photo-reconnaissance aircraft. By his gallantry and devotion to duty, Captain Howard has reflected great credit upon himself and the United States Air Force.

On that date, despite extremely heavy defenses, Captain Howard repeatedly attacked several active anti-aircraft positions and was successful in destroying two of the hostile gun emplacements. On that date, Major Howard directed a large number of strike aircraft against one of the most heavily defended areas in Southeast Asia. With complete disregard for his own personal safety and despite the hazards of dangerous terrain and heavy anti-aircraft artillery fire from numerous positions, he made repeated marking passes so that attacking strike flights could deliver their ordnance accurately and with maximum effectiveness. The professional competence, aerial skill, and devotion to duty displayed by Major Howard reflect great credit upon himself and the United States Air Force.
