The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Third Bronze Oak Leaf Cluster in lieu of a Fourth Award of the Distinguished Flying Cross with Combat “V” to Major Fred W. Gray (AFSN: FR-26602), United States Air Force, for heroism while participating in aerial flight as an A-1E Skyraider pilot over North Vietnam on 18 July 1967. On that date, Major Gray was flying his A-1E Skyraider in support of a search and rescue effort for two downed pilots in Mugia Pass, North Vietnam. Major Gray voluntarily risked his life for an extended period of time while assisting in the location and recovery of two pilots despite devastating anti-aircraft artillery and intense ground fire being directed at the rescue force. He contributed directly and significantly to the recovery of the two pilots under the worst conditions possible. The outstanding heroism and selfless devotion to duty displayed by Major Gray reflect great credit upon himself and the United States Air Force.
