The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit to Colonel Ralph Howard Graham (AFSN: FR-78669), United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Vice Commander and Commander, Detachment 3, Air Force Flight Test Center, Henderson, Nevada, from 29 July 1981 to 9 April 1985. During this period, Colonel Graham’s superior leadership, innovative management, ceaseless dedication and personal drive led the buildup and enhancement of capabilities for the support, test and evaluation of numerous classified, extremely sensitive, presidentially directed research and development programs of the highest national priority. With untiring resolve, he ensured all necessary technical, safety and support details of these multi-agency and joint serviced programs were upheld and well-managed through planning, testing and reporting phases. He initiated numerous programs which enhanced strict security procedures, improved work environment, worker productivity and unit morale, and greatly increased mission and support effectiveness, while saving untold millions of dollars. Colonel Graham’s unyielding commitment and personal involvement at all levels of these programs have created tremendous unprecedented capabilities for many vital nationally significant programs, and have contributed greatly to the improvement of the future defense posture of the United States. The singularly distinctive accomplishments of Colonel Graham and his dedicated contributions in the service of his country reflect the highest credit upon himself and the United States Air Force.
