William Fraser was commissioned in 1974 through the Reserve Officer Training Corps program upon graduation from Texas A & M University. During Operation Enduring Freedom he led an intelligence fusion organization that provided direct support to the warfighter. From 2008 to 2009 he served as the 34th Vice Chief of Staff of the Air Force. He retired in 2014 as a U.S. Air Force 4-Star General.
