The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Lieutenant Colonel William Hammersley Frasca, United States Air Force, for extraordinary achievement while participating in aerial flight as Aircraft Commander for Project SPECKLED TROUT, Andrews Air Force Base, Maryland, from 1 February 1965 to 31 May 1968. During this period, Colonel Frasca flew countless missions to all areas of the world often under extremely hazardous weather and operating conditions in direct support of the Chief of Staff, United States Air Force. Although all missions demanded the highest physical stamina, mental alertness, and superior airmanship, they were completed without deviation or incident. The professional competence, aerial skill, and devotion to duty displayed by Colonel Frasca reflect great credit upon himself and the United States Air Force.
