The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Major Donald L. Evans, United States Air Force, for extraordinary achievement while participating in aerial flight as a C-130A Navigator at a classified location in Southeast Asia on 4 February 1970. On that date, Major Evans directed numerous free world fighter attacks against hostile force supply vehicles. It was with unsurpassed determination and superior airmanship that he executed an extremely hazardous mission through areas of intense ground fire and deteriorating weather conditions to locate these hostile targets. The energetic application of his knowledge and skill was a significant factor in the destruction of a large number of hostile force vehicles and supplies. The professional competence, aerial skill, and devotion to duty displayed by Major Evans reflect great credit upon himself and the United States Air Force.
