The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Air Force Distinguished Service Medal to Brigadier General James C. Dever, Jr., United States Air Force, for exceptionally meritorious and distinguished service in a duty of great responsibility to the Government of the United States. General Dever distinguished himself as Deputy Chief of Staff, Contracting and Manufacturing, Headquarters Air Force Systems Command, Andrews Air Force Base, Maryland, from 3 February 1983 to 31 August 1984. During this period, General Dever’s leadership, dedication to duty and national sense of purpose were instrumental in the revival of our nation’s industrial base capability and the adoption of many new acquisition initiatives that will lower costs of critically needed weapon systems. His accomplishments have greatly enhanced the readiness and combat capability of the United States Air Force, as well as those of the free world, and will have a profound impact on the Department of Defense acquisition policies and procedures for many years to come. The singularly distinctive accomplishments of General Dever culminate a long and distinguished career in the service of his country and reflect the highest credit upon himself and the United States Army.
