The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit to Colonel William S. Chairsell (AFSN: 0-441728/0-35730), United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander, 49th Tactical Fighter Wing, United States Air Forces in Europe, from 17 August 1964 to 1 April 1966. During this period, the exemplary ability, diligence, and devotion to duty of Colonel Chairsell were instrumental factors in the 49th Tactical Fighter Wing being able to maintain an outstanding combat ready status. This high state of readiness continually provided a primary striking force in the North Atlantic Treaty Organization defense structure. His interest in Community Relations has been paramount in maintaining an exceptional rapport with the host country. The singularly distinctive accomplishments of Colonel Chairsell and his dedicated contributions in the service of his country reflect the highest credit upon himself and the United States Air Force.
