The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel Norma E. Brown, United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander, 6940th Security Wing, United States Air Force Security Service, Goodfellow Air Force Base, Texas, from 1 December 1974 to 19 June 1977. During this period the exemplary ability, diligence, and devotion to duty of Colonel Brown were instrumental factors in the resolution of many complex problems of major importance to the Air Force. Utilizing innovative management techniques and leadership by example, she guided the Wing to record accomplishments in all fields of performance. Her concern for the individual and her ability to deal with personnel problems have resulted in vastly improved morale and the proven willingness of assigned personnel to accomplish more with less. The singularly distinctive accomplishments of Colonel Brown and her dedicated contributions in the service of her country reflect the highest credit upon herself and the United States Air Force.
