The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Hospitalman First Class Charles Allison Duke, United States Navy, for heroism while serving at Hong Kong, British Crown Colony on 8 November 1967. Upon observing a member of the Royal Army Ordnance Corps receive severe injuries due to a terrorist thrown explosive missile in the Wanchai District of Hong Kong, B.C.C., Petty Officer Duke, with complete disregard for his own safety and fully aware of the personal dangers involved, unhesitatingly rushed to administer emergency medical aid even though there existed a very real danger of further attacks. His courageous and spontaneous actions in the face of great personal risk undoubtedly saved the life of the British Army Non-commissioned Officer and were in keeping with the highest traditions of the United States Naval Service.
