Bethurem, United States Air Force, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, culminating as Commander, Allied Air Forces Southern Europe, Naples, Italy, and as Commander, SIXTEENTH Air Force, United States Air Forces in Europe, Aviano Air Base, Italy, from 1996 to 1998. The singularly distinctive accomplishments of General Bethurem culminate a long and distinguished career in the service of his country and his dedicated contributions reflect the highest credit upon himself and the United States Air Force.

Bethurem, United States Air Force, was awarded a Bronze Oak Leaf Cluster in lieu of a Second Award of the Distinguished Flying Cross for extraordinary achievement while participating in aerial flight as an F-4 Fighter pilot of the 559th Tactical Fighter Squadron and later with the 435th Tactical Fighter Squadron, in action against the enemy over Southeast Asia from 1968 to 1969, and from 1970 to 1971. His devotion to duty and courage under all conditions serve as an inspiration to his fellow flyers. His actions reflect the highest credit upon himself and the Armed Forces of the United States.
