On that date, Major Tolman was the element leader of a flight of fighter-bombers scheduled to strike an important army barracks in a heavily defended area. As Major Tolman’s flight approached the target, they were attacked by six hostile interceptors. While his flight leader broke into the attacking aircraft, Major Tolman completed a devastating bomb run. Major Tolman then established a MiGCAP to protect a strike for inbound to the same target. On two occasions, Major Tolman drove off hostile interceptors which were attempting to attack his flight leader while the flight leader was attacking other aircraft. By his gallantry and devotion to duty, Major Tolman has reflected great credit upon himself and the United States Air Force.

As Deputy Force Commander for the mission and as element leader of his particular flight he contributed directly to the success of the mission, and through repeated acts of bravery and flying skill enabled his flight to escape a deadly attack by enemy surface-to-air missiles and MiG-21 interceptors. At the height of the battle Major Tolman fearlessly attacked a flak site, diverting its fire from his already crippled flight leader, to himself. He continued this strafing pass and destroyed the site enabling his flight leader to return successfully. By his gallantry and devotion to duty, Major Tolman has reflected great credit upon himself and the United States Air Force.

Headquarters, 7th Air Force, Special Order G-624 (May 1, 1967)

The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Distinguished Flying Cross to Major Frederick Gregory Tolman (AFSN: FV-3024689), United States Air Force, for extraordinary achievement while participating in aerial flight as an F-105 Thunderchief Pilot in Southeast Asia on 17 January 1967.
