The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to Technical Sergeant Francis S. Millen, United States Air Force, for gallantry in connection with operations against an opposing armed force as an C-130E Flight Engineer for the 345th Tactical Airlift Squadron at Dalat/Cam-Ly Airfield, Republic of Vietnam, on 27 January 1973. On that date, Sergeant Millen’s aircraft was hit and severely damaged by hostile mortar fire while on the ground. Rather than be evacuated to a safe location and in spite of continued hostile mortar fire, Sergeant Millen remained with his aircraft until the parts and equipment required to repair his aircraft were delivered. After assisting in all the necessary reparations, the aircraft executed an emergency takeoff. Sergeant Millen’s outstanding aircraft knowledge and professionalism were of major significance in the successful removal and recovery of this aircraft and its crew from a highly dangerous situation. By his gallantry and devotion to duty, Sergeant Millen has reflected great credit upon himself and the United States Air Force.
