The President of the United States of America, authorized by Executive Order 11046, 24 August 1962, takes pleasure in presenting the Bronze Star Medal to Lieutenant Colonel Obadiah A. Dugan (AFSN: FR-263837), United States Air Force, for meritorious service as Commander, 357th Tactical Fighter Squadron and Chief, Combat Operations Division, 355th Tactical Fighter Wing, Takhli Royal Thai Air Base, Thailand, while serving with friendly foreign forces engaged in operations against an opposing armed force, from 26 January 1967 to 1 December 1967. During this period, Colonel Dugan’s outstanding leadership, professional skill, and knowledge were largely responsible for the 357th Tactical Fighter Squadron maintaining an outstanding combat record over North Vietnam despite a shortage in aircrews and rapid turnover of all experienced combat flight leaders. His exceptional management practices and maximum utilization of assigned personnel contributed immeasurably to the high degree of morale in the squadron and an outstanding utilization rate for F-105s operating in combat conditions. The exemplary leadership, personal endeavor, and devotion to duty displayed by Colonel Dugan in these responsible positions reflect great credit upon himself and the United States Air Force.
