The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Third Bronze Oak Leaf Cluster in lieu of a Fourth Award of the Distinguished Flying Cross with Combat “V” to Lieutenant Colonel Obadiah A. Dugan (AFSN: FR-263837), United States Air Force, for heroism while participating in aerial flight as a Pilot in the Republic of Vietnam on 21 August 1967. On that date, Colonel Dugan skillfully led his flight through difficult pre-strike and post-strike rendezvous and, disregarding his personal safety, led his flight through intense anti-aircraft fire and eight surface-to-air missile attacks to deliver a crippling blow to a vital railroad yard, severely compounding the hostile forces logistics problem. The outstanding heroism and selfless devotion to duty displayed by Colonel Dugan reflect great credit upon himself and the United States Air Force.
