The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Distinguished Flying Cross to Lieutenant Colonel Obadiah A. Dugan (AFSN: FR-263837), United States Air Force, for extraordinary achievement while participating in aerial flight as an F-105 Pilot near Bac Ninh, North Vietnam on 8 August 1967. On that date, Colonel Dugan, as force commander, led his strike of twenty F-105 Thunderchief fighter-bomber aircraft through extreme adverse weather and intense hostile defenses to effectively strike a vital hostile railroad facility. He personally silenced two active anti-aircraft sites firing at the attacking aircraft. The professional competence, aerial skill, and devotion to duty displayed by Colonel Dugan reflect great credit upon himself and the United States Air Force.
