Dugan (AFSN: FR-263837), United States Air Force, for gallantry in connection with military operations against an opposing armed force as an F-105 Pilot of the 357th Tactical Fighter Squadron, Takhli Royal Thai Air Base, Thailand, in action near Bac Giang, North Vietnam, on 1 July 1967. On that date, Colonel Dugan successfully led a strike force of twenty-eight F-105 and F-4C aircraft against the heavily defended Bac Giang rail and highway bridge. After making a direct hit on the bridge, he courageously ignored heavy anti-aircraft fire and maneuvered in the target area to render aid to his number three and four men who experienced aircraft malfunctions during the bomb run. By his gallantry and devotion to duty Colonel Dugan has reflected great credit upon himself and the United States Air Force.

In this important assignment, the leadership, exemplary foresight, and ceaseless personal efforts consistently demonstrated by Colonel Dugan resulted in many highly significant contributions to the effectiveness and success of the air defense of North America. His superior initiative and personal endeavors were also directly responsible for the resolution of many complex problems of major importance to the Alaskan Air Command. On that date, Colonel Dugan led Shark Flight on a strike against a vital military complex deep within North Vietnam. Under adverse weather conditions and subjected to an intense anti-aircraft artillery defense, he rapidly acquired the target, thus minimizing his flight’s exposure to hostile fire, and accurately led them in a dive bomb attack to achieve complete destruction of the target. During this period, Colonel Dugan’s outstanding leadership, professional skill, and knowledge were largely responsible for the 357th Tactical Fighter Squadron maintaining an outstanding combat record over North Vietnam despite a shortage in aircrews and rapid turnover of all experienced combat flight leaders. His exceptional management practices and maximum utilization of assigned personnel contributed immeasurably to the high degree of morale in the squadron and an outstanding utilization rate for F-105s operating in combat conditions. The exemplary leadership, personal endeavor, and devotion to duty displayed by Colonel Dugan in these responsible positions reflect great credit upon himself and the United States Air Force.

Dugan (AFSN: FR-263837), United States Air Force, for gallantry in connection with military operations against an opposing armed force as an F-105 Pilot of the 357th Tactical Fighter Squadron, Takhli Royal Thai Air Base, Thailand, in action over Hanoi, North Vietnam, on 11 August 1967. On that date, Colonel Dugan led a flight of four Thunderchiefs on a highly significant strike mission that resulted in the destruction of the largest and most important railroad/highway bridge in North Vietnam. Colonel Dugan courageously led his flight through multiple concentrations of surface-to-air missiles, MiG aircraft and bursting flak to insure that all bombs would impact on the bridge. When his number three man sustained a hit, Colonel Dugan selflessly turned back into the intense flak barrage to provide directions and escort his crippled flight member to safety. By his gallantry and devotion to duty, Colonel Dugan has reflected great credit upon himself and the United States Air Force./
