The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Lieutenant Colonel Joseph J. Cappucci, United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Chief, Counter Intelligence Division, Directorate of Special Investigations, U.S. Air Forces Europe, during the period 1 February 1952 to 11 August 1955. He demonstrated extraordinary judgment and intelligence, outstanding creative initiative, and exceptional devotion to duty in promulgating a vigorous and dynamic counter intelligence program throughout all U.S. Air Forces Europe areas of interest. He distinguished himself with an exemplary display of farsighted planning in initiating procedures and formal agreements as a member of various intelligence boards in Germany, France, and other areas in U.S. Air Forces Europe. Lieutenant Colonel Cappucci’s outstanding performance of service and exemplary devotion to duty reflect great credit upon himself and the United States Air Force.
