The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Silver Oak Leaf Cluster in lieu of a Sixth Award of the Distinguished Flying Cross to Major Harold Norman Campbell (AFSN: FR-62546), United States Air Force, for extraordinary achievement while participating in aerial flight as an F-4E Aircraft Commander of the 388th Tactical Fighter Wing, Korat Royal Thai Air Force Base, Thailand, in action over Southeast Asia on 6 May 1971. On that date, during a night escort mission, Major Campbell directed his aircraft through intense hostile antiaircraft fire in support of several allied gunships. Despite certain aircraft malfunctions and extremely heavy antiaircraft artillery resistance, Major Campbell was able to effectively assist the aircraft he was escorting in the silencing of numerous hostile gun positions. The professional competence, aerial skill and devotion to duty displayed by Major Campbell reflect great credit upon himself and upheld the highest traditions of the United States Air Force.
