The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Fourth Bronze Oak Leaf Cluster in lieu of a Fifth Award of the Distinguished Flying Cross to Captain Harold Norman Campbell (AFSN: FR-62546), United States Air Force, for extraordinary achievement while participating in aerial flight as a Forward Air Controller and Pilot of an unarmed O-1 Bird Dog aircraft of the 20th Tactical Air Support Squadron, in action over Southeast Asia on 15 May 1967. On that date, Captain Campbell located and directed tactical aircraft to destroy a hostile SAM site in the Tally Ho area of operations. Despite intense ground fire which at times bracketed his unarmed aircraft, Captain Campbell accurately marked the widely separated targets and remained overhead directing the fighter aircraft as they delivered their ordnance. The professional competence, aerial skill and devotion to duty displayed by Captain Campbell reflect great credit upon himself and upheld the highest traditions of the United States Air Force.

On that date, Captain Campbell was returning from a successful night mission when he observed Dong Ha Air Base under a severe rocket attack. With complete disregard for his own safety and the aircraft’s very low fuel state, Captain Campbell remained in the area to make low passes in the face of intense ground fire in order to mark the hostile rocket sites for fighter aircraft. His heroic actions were successful in halting the rocket attack and reducing casualties at Dong Ha Air Base. The outstanding heroism and selfless devotion to duty displayed by Captain Campbell reflect great credit upon himself and upheld the highest traditions of the United States Air Force.

On that date, Captain Campbell voluntarily exposed himself to intense hostile antiaircraft fire in order to direct tactical airpower to destroy hostile artillery opposing friendly forces. On that date, during a night escort mission, Major Campbell directed his aircraft through intense hostile antiaircraft fire in support of several allied gunships. Despite certain aircraft malfunctions and extremely heavy antiaircraft artillery resistance, Major Campbell was able to effectively assist the aircraft he was escorting in the silencing of numerous hostile gun positions. The professional competence, aerial skill and devotion to duty displayed by Major Campbell reflect great credit upon himself and upheld the highest traditions of the United States Air Force.

On that date, Captain Campbell responded to an emergency call for assistance from an ambushed convoy. Assuming command of the entire rescue operation, he directed tactical airpower which neutralized the threat, and saved the remaining trucks of the convoy, as well as all attached personnel. The professional competence, aerial skill and devotion to duty displayed by Captain Campbell reflect great credit upon himself and upheld the highest traditions of the United States Air Force.
