The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Distinguished Flying Cross to Captain Harold Norman Campbell (AFSN: FR-62546), United States Air Force, for extraordinary achievement while participating in aerial flight as a Forward Air Controller and Pilot of an unarmed O-1 Bird Dog aircraft of the 20th Tactical Air Support Squadron, in action over Southeast Asia on 21 May 1967. On that date, Captain Campbell voluntarily exposed himself to intense hostile antiaircraft fire in order to direct tactical airpower to destroy hostile artillery opposing friendly forces. The professional competence, aerial skill and devotion to duty displayed by Captain Campbell reflect great credit upon himself and upheld the highest traditions of the United States Air Force.
