The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross with Combat “V” to Captain Harold Norman Campbell (AFSN: FR-62546), United States Air Force, for heroism while participating in aerial flight as a Forward Air Controller and O-1 Pilot of the 20th Tactical Air Support Squadron, in action in Southeast Asia on 28 April 1967. On that date, Captain Campbell was returning from a successful night mission when he observed Dong Ha Air Base under a severe rocket attack. With complete disregard for his own safety and the aircraft’s very low fuel state, Captain Campbell remained in the area to make low passes in the face of intense ground fire in order to mark the hostile rocket sites for fighter aircraft. His heroic actions were successful in halting the rocket attack and reducing casualties at Dong Ha Air Base. The outstanding heroism and selfless devotion to duty displayed by Captain Campbell reflect great credit upon himself and upheld the highest traditions of the United States Air Force.

The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Legion of Merit to Brigadier General Harold Norman Campbell (AFSN: FR-62546), United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Assistant Director of Programs for Bases and Units, Deputy Director of Programs for Forces and Deputy Director of International Programs, Deputy Chief of Staff, Programs and Resources, Headquarters, United States Air Force, Washington, District of Columbia, from 10 February 1981 to 9 October 1984. General Campbell was responsible for developing the leasing alternatives for the beddown of the ground launched cruise missile in Europe. Through his leadership, the Air Force was able to increase flying hours for tactical crews by twenty-five percent and to greatly improve combat sustainability through increased purchases of spares and requisite munitions. He was responsible for developing a comprehensive program for replacing F-5 aircraft used in the military assistance training program which had run out of service life. The singularly distinctive accomplishments of General Campbell and his dedicated contributions in the service of his country reflect the highest credit upon himself and the United States Air Force.

On that date, during a night escort mission, Major Campbell directed his aircraft through intense hostile antiaircraft fire in support of several allied gunships.
