The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Air Force Distinguished Service Medal to Major General Harold Norman Campbell (AFSN: FR-62546), United States Air Force, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as Vice Commander, Ogden Air Logistics Center, Hill Air Force Base, Utah, and as Deputy Chief of Staff, Logistics Center, Hill Air Force Base, Utah, and as Deputy Chief of Staff, Logistics, Headquarters United States Air Forces in Europe, Ramstein Air Base, Germany, from 10 October 1984 to 31 October 1987. In these critical assignments, the outstanding leadership, exemplary foresight and ceaseless efforts consistently demonstrated by Colonel Campbell resulted in significant contributions to the defense of the North Atlantic Treaty Organization’s Central Region and to the highly successful introduction of the F-15 Eagle in Europe. The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Legion of Merit to Brigadier General Harold Norman Campbell (AFSN: FR-62546), United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Assistant Director of Programs for Bases and Units, Deputy Director of Programs for Forces and Deputy Director of International Programs, Deputy Chief of Staff, Programs and Resources, Headquarters, United States Air Force, Washington, District of Columbia, from 10 February 1981 to 9 October 1984. General Campbell was responsible for developing the leasing alternatives for the beddown of the ground launched cruise missile in Europe. Through his leadership, the Air Force was able to increase flying hours for tactical crews by twenty-five percent and to greatly improve combat sustainability through increased purchases of spares and requisite munitions. He was responsible for developing a comprehensive program for replacing F-5 aircraft used in the military assistance training program which had run out of service life. The singularly distinctive accomplishments of General Campbell and his dedicated contributions in the service of his country reflect the highest credit upon himself and the United States Air Force.

The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to Captain Harold Norman Campbell (AFSN: FR-62546), United States Air Force, for gallantry in action while engaged in military operations involving conflict with an armed hostile force as a Forward Air Controller and O-1 Pilot of the 20th Tactical Air Support Squadron, directing fighter aircraft in Southeast Asia on 15 May 1967. On that date, Captain Campbell located and directed tactical aircraft to destroy a hostile Strategic Air Missile site in the Tally Ho area of operations. Despite intense ground fire which at times bracketed his unarmed O-1 aircraft, Captain Campbell accurately marked the widely separated targets and remained overhead directing the fighter aircraft as they delivered their ordnance. By his gallantry and devotion to duty, Captain Campbell has reflected great credit upon himself and upheld the highest traditions of the United States Air Force.
