(Citation Needed) – SYNOPSIS: The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Silver Star to Captain Hubert Elliott Buchanan (AFSN: 0-3148528), United States Air Force, for gallantry in action in Southeast Asia while serving as an F-4 Pilot Systems Operator with the 555th Tactical Fighter Squadron at Ubon Royal Thai Air Force Base, Thailand, and subsequently as a Prisoner of War in North Vietnam. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself, his unit, and the United States Air Force.
