The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit (Army Award) to Lieutenant Colonel Theodore F. Beeman (MCSN: 0-6110), United States Marine Corps, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Assistant Plans Officer, Plans section Plans and Policies Branch, and Executive Officer, J-2 Division, United Nations and Far East Commands, in Japan, from 4 March 1953 to 27 July 1954. Demonstrating exceptional professional competence and a thorough knowledge of high level staff organization and functions, Colonel Beeman consistently developed superior intelligence plans and policies. In addition, he prepared effective plans which resulted in the integration of intelligence activities of all services and special agencies into a joint effort in support of the intelligence mission of the Far East Command. His sound advice and timely solutions to complicated and unusual intelligence problems greatly assisted and influenced the many vital decisions of his superiors relating to the prosecution of the Korean campaign, armistice negotiations, and the implementation of the Armistice Agreement. Particularly noteworthy was his significant contribution to the reorganization of the Intelligence Division which resulted in a highly effective staff division. Colonel Beeman’s professional competence, resourcefulness, and exemplary actions notably furthered the United Nations’ campaign for international peace, reflecting great credit upon himself and the military service.
