The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Lieutenant Colonel John R. Barreiro (MCSN: 0-6947), United States Marine Corps, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while serving with the FIRST Marine Division during the operations in Korea from 15 September 1950 to 15 August 1950. Lieutenant Colonel Barreiro, serving as Executive Officer from 15 September 1950 to 14 March 1951 and subsequently as Commanding Officer to 15 August 1951 of the 1st Motor Transport Battalion, displayed outstanding skill, courage and initiative in the performance of his duties. At all times during the Inchon landing, the action at Chosin Reservoir, the United Nations Spring Offensive, the Chinese Third Offensive and the United Nations Counter-Offensive Operations, he assisted in the provision of maximum motor transport support to the Division in its movement. His untiring energy, resourcefulness and perseverance in overcoming operating and maintenance obstacles caused by the mountainous terrain, extremely poor road conditions, great distances, critical shortages of spare parts and equipment, under the most adverse of weather contributed immeasurably to the successful accomplishments of the FIRST Marine Division. Lieutenant Colonel Barreiro’s skilled service and exemplary conduct throughout this entire period were in keeping with the highest traditions of the United States Naval Service.
