Jack Frisbee enlisted in the Marine Corps and served as an enlisted man during World War II. He was commissioned in 1949, and retired in 1984 as a U.S. Marine Corps Major General. In 1960 the Illinois Junior Chamber of Commerce presented General Frisbie their Distinguished Service Award as Young Man of the Year, in recognition of his community work and leadership in civic affairs.

    The President of the United States of America takes pleasure in presenting the Legion of Merit to Major General Jack M. Frisbie, United States Marine Corps, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as a Special Assistant to the Deputy Chief of Staff for Installations and Logistics, the President of the Marine Corps Reserve Policy Board, the Chairman of the Mobilization and Development Committee of the Reserve Forces Policy Board, and as the Mobilization Designee for the Deputy Chief of Staff for Reserve Affairs from April 1978 through August 1984. Because of his abilities, Major General Frisbie was invaluable to both the Marine Corps Policy Board and the Reserve Forces Policy Board because of his grasp of all aspects of the Reserve Forces. Policies he formulated or contributed to the formation of, have hand, and will continue to have, a profound impact on both the Marine Corps and the Reserve Forces of the United States. While actually serving as the Deputy Chief of Staff for Reserve Affairs, he was able to orchestrate the diverse activities throughout the Division in such a manner that there was no loss in continuity or in the Division’s functioning. Major General Frisbie’s professionalism and leadership were never more evident as when exhibited during Operation PROUD SABER. The high degree of success of the intricate and massive exercise, combining reserve forces, the Office of the Secretary of Defense, and various government agencies, can be directly attributed to the extraordinary efforts made and competence exhibited by Major General Frisbie as he planned, coordinated, and supervised the execution of the operation. By his dynamic leadership, perseverance, and unwavering devotion to duty, Major General Frisbie reflected great credit upon himself and the Marine Corps and upheld the highest traditions of the United States Naval Service.
