The Secretary of Defense of the United States of America takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Defense Distinguished Service Medal to Admiral James Buchanan Busey, IV (NSN: 0-586527), United States Navy, for exceptionally meritorious and distinguished service contributing to national security and defense, in a position of great responsibility to the Government of the United States, as Commander in Chief, Allied Forces Southern Europe, from March 1987 to May 1989. As Commander, Allied Forces Southern Europe, he placed the southern region military forces on the most solid warfighting foundation to date despite a restrictive fiscal and political climate. By virtue of his vast operational experience and exceptional intuitive judgment, Admiral Busey generated a military posture characterized by improved planning, enhanced exercises, and the efficient infrastructure, communications, and intelligence necessary to deter aggression. Under Admiral Busey’s leadership, regional preparedness has been enhanced to unsurpassed levels, and his superb tact and diplomatic skills have resulted in the cohesive planning and execution of operations in an area where regional differences test the strength of the alliance itself. The distinctive accomplishments of Admiral Busey reflect great credit upon himself, the United States Navy, and the Department of Defense.
