The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to First Lieutenant (Cavalry) Charles Henry Tompkins, United States Army, for extraordinary heroism on 1 June 1861, while serving with 2d U.S. Cavalry, in action at Fairfax, Virginia. First Lieutenant Tompkins twice charged through the enemy’s lines and, taking a carbine from an enlisted man, shot the enemy’s captain.
