    The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Captain Eugene P. Boardman (MCSN: 0-8012), United States Marine Corps Reserve, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while serving with a Marine Division. Captain Boardman participated in the Tulagi, Guadalcanal, Tarawa, Saipan, and Tinian operations. He performed his duties at all times in a highly meritorious manner, often under fire and at times in positions of great danger. His loyalty, outstanding service and valorous devotion to duty, over a long period of time and throughout four major operations, were in keeping with the highest traditions of the United States Naval Service. (Captain Boardman is authorized to wear the Combat “V”.)
