    The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit (Army Award) to Colonel Robert G. Ballance (MCSN: 0-4349), United States Marine Corps, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Chief, Services Branch, J-4 Division, Headquarters, Far East Command, in Japan, from 1 January 1953 to 25 May 1954. Organizing and developing a highly efficient unit, Colonel Ballance’s outstanding initiative, professional skill and keen discernment enabled him to plan, coordinate and implement effective directives and logistic procedures which greatly enhanced the successful prosecution of the Koran conflict and facilitated maintenance of peak logistical efficiency during the difficult cease-fire period and the mounting requirements of the Korean rehabilitation program. In addition, he served as Chairman of the Far East Command Air Transportation Board, assuming responsibility for the allocation of airlift tonnage to the three component services which entailed constant coordination with transportation agencies of interrelated commands and close liaison with key staff division of the headquarters. Colonel Ballance’s superior capabilities and logical approach to numerous complex problems contributed significantly to the successful accomplishment of the manifold logistical tasks confronting the Commander in Chief, Far East Command. His exemplary achievements and sustained devotion to duty materially furthered the United Nations’ effort for international peace, reflecting great credit upon himself and the military service.

    The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Lieutenant Colonel Robert G. Ballance (MCSN: 0-4349), United States Marine Corps, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Shore Party Commander of a Marine Division prior to and during the action against enemy Japanese forces at Peleliu and Negesebus Islands, Palau Group, 15 September 1944 to 20 October 1944. Lieutenant Colonel Ballance so effectively organized and trained his Shore Party for operation in combat, that it functioned with a high degree of efficiency under what seemed to be almost impossible conditions. Lieutenant Colonel Ballance’s superior judgment and leadership were greatly responsible for accomplishing the vital task of moving great quantities of equipment over a treacherous reef to well-organized beaches, in spite of their being under severe enemy fire. With resolute determination to keep the necessary fighting materials moving shore, he promptly organized additional beaches when they were uncovered by the advancing troops. His conduct, actions, and professional attainments contributed materially to the successful accomplishment of the mission of the Division. His devotion to duty was in keeping with the highest traditions of the United States Naval Service. (Lieutenant Colonel Ballance is authorized to wear the Combat “V”.)
