The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to First Lieutenant (Air Corps) Arthur G. Witters, United States Army Air Forces, for extraordinary achievement in aerial flight against the enemy. On 28 March 1945, while leading his squadron on an armed reconnaissance, Lieutenant Witters distinguished himself by outstanding airmanship and leadership. Coordinating and directing his attacks in a superior manner, Lieutenant Witters was responsible for the remarkable toll of destruction wrought by his squadron against enemy transports and installations. He personally destroyed fourteen motor transports and one tank.
