    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross with Combat “V” to Captain Donovan K. Walters, United States Air Force, for heroism while participating in aerial flight as a B-52G copilot near Hanoi, North Vietnam, on 20 December 1972. On that date, Captain Walters flew in the lead aircraft of a large strike force directed against a vital military target that was defended by one of the most prolific air defenses in Southeast Asia. Although his aircraft was finally shot down by the opposition, he displayed superb airmanship, intrepidity, and courage by significantly contributing to the devastating results obtained on this raid, despite the severe hostile reaction. The outstanding heroism and selfless devotion to duty displayed by Captain Walters reflect great credit upon himself and the United States Air Force.
