The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Captain James E. Tomlin, United States Army, for heroism while participating in aerial flight evidenced by voluntary actions above and beyond the call of duty. Captain Tomlin distinguished himself on 31 March 1967, while serving as pilot of an observation aircraft supporting Operation West Bank, near Binh My, Republic of Vietnam. As a company of friendly troops moved into position, two of its platoons were pinned down by intense enemy fire. He directed a light fire team against the enemy and succeeded in silencing their positions. He located another enemy position, which had the second platoon pinned down. Sine the other ships had expended their ammunition, he engaged the enemy with his rockets. He accurately placed three rockets on the enemy positions exposing himself to intense fire in the process. This enabled the platoon to assault the enemy. His aggressive actions prevented further casualties and resulted in the destruction of the enemy positions. His actions were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit, and the United States Army.
