    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to First Lieutenant (Air Corps) Thomas C. Terrell, United States Army Air Forces, for extraordinary achievement while participating in combat aerial flight on 24 March 1945. During this mission each, as a crew member of a heavy bombardment type aircraft, assisted in destroying enemy troop concentrations and ground installations at Naga City, Cebu, at a time when neutralization of these enemy positions was most essential to our ground forces in their pending invasion of Cebu Island in the Philippines. The formation encountered bad weather all along the 1600 miles trip and just before reaching the target had to pass through an extremely wide and turbulent tropical front. Despite the heavy weather, difficult flying conditions, and intense anti-aircraft fire, each manned his position to help make the attack a successful one. The cool courage in the face of great danger, the high degree of professional skill and devotion to duty displayed by each exemplifies the highest traditions of the Army Air Force Forces.
