The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross with Combat “V” to Captain Gregory W. Tapay, United States Air Force, for heroism while participating in aerial flight as an F-16 fighter pilot over the Euphrates River in southeastern Iraq on 15 February 1991. On that date, Captain Tapay, flying as part of a two-ship Killer Scout team, attacked an Iraqi river fording resupply operation and a surface-to-air missile site. The attacks, accomplished under heavy enemy opposition, resulted in complete disruption of the fording operation which was used to resupply the Hammurabi Republican Guard Division, and the destruction of the surface-to-air missile site. The outstanding heroism and selfless devotion to duty displayed by Captain Tapay reflect great credit upon himself and the United States Air Force.
