The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Staff Sergeant Carl M. Shumway, United States Air Force, for extraordinary achievement while participating in aerial flight as a C-123 Loadmaster near Binh Thuy Air Base, Republic of Vietnam on 2 October 1969. On that date, Sergeant Shumway flew an extremely hazardous mission transporting aviation fuel from Binh Thuy to Vi Thanh. In spite of severely adverse weather and hostile ground fire which struck his aircraft six times, Sergeant Shumway superbly completed this important mission and rendered invaluable assistance in the safe recovery of his damaged aircraft. The professional competence, aerial skill, and devotion to duty displayed by Sergeant Shumway reflect great credit upon himself and the United States Air Force.
