The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Captain Lester W. Rooker, United States Army, for heroism while participating in aerial flight evidenced by voluntary actions above and beyond the call of duty: Captain Rooker distinguished himself by exceptionally valorous actions while flying the command and control ship in support of friendly ground forces. He was informed that several enemy troops were trying to flee the area and directing all three of his gunships, he engaged the enemy. Through his expert use of his firepower and maneuvering he kept the enemy from escaping. During the insertions that followed, he continued to pound the enemy again and again while searching for additional enemy positions. Using lulls in the battle, he rotated his ship for refueling while always ensuring the ground elements adequate fire support. As a heavy storm approached, he volunteered to medevac the wounded ground troops. With visibility reduced to 10 feet and the battle still continuing, he slowly descended, loaded the injured, and flew through enemy fire to the nearest hospital. Captain Rooker’s outstanding flying skills were instrumental in the success of the mission. His actions were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United States Army.
