The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Staff Sergeant Raymond E. Osterman, United States Army Air Forces, for extraordinary achievement while participating in aerial flight as a Gunner in many bombardment missions against the enemy in the European Theater of Operations from 13 August 1944 to 8 April 1945. During this period, the airmanship and courage exhibited by Sergeant Osterman in the successful accomplishment of bombing missions over enemy territory, under hazardous conditions, demonstrated his outstanding proficiency and steadfast devotion to duty. The professional skill and airmanship displayed by Sergeant Osterman reflects great credit upon himself and the United States Air Force.
