The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Sergeant Michael J. Osborne, United States Air Force, for extraordinary achievement while participating in aerial flight as a Radio Maintenance Technician of an EC121R reconnaissance aircraft in Southeast Asia on 7 March 1969. On that date, Sergeant Osborne twice prevented an aborted mission by his extremely quick action and averted a serious aircraft emergency. Sergeant Osborne’s exceptional knowledge of the aircraft and its systems enabled the successful completion of a reconnaissance mission vital to the survival of friendly forces in the area. The professional competence, aerial skill, and devotion to duty displayed by Sergeant Osborne reflect great credit upon himself and the United States Air Force.
