Mullins, United States Air Force, for extraordinary achievement while participating in aerial flight as an RF-4C Aircraft Commander in Southeast Asia on 9 September 1968. On that date, Colonel Mullins flew an unarmed and unescorted night reconnaissance mission over hostile territory to obtain vital intelligence data. Despite intense and accurate hostile ground fire, he completed the mission completely disregarding his own personal safety. His courageous actions contributed directly to our mission in Southeast Asia. The professional competence, aerial skill, and devotion to duty displayed by Colonel Mullins reflect great credit upon himself and the United States Air Force.
