Mullins, United States Air Force, for extraordinary achievement while participating in aerial flight as an RF-4C Aircraft Commander in Southeast Asia on 9 September 1968. On that date, Colonel Mullins flew an unarmed and unescorted night reconnaissance mission over hostile territory to obtain vital intelligence data.
