    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Captain Michael R. Meier, United States Air Force, for extraordinary achievement while participating in aerial combat missions during Operation DESERT STORM on 5 February 1991. On that date, his flight was tasked to fly two missions to destroy elements of the Iraqi 10th Armored Division, located 35 miles northwest of Kuwait City. The missions involved ingressing and egressing to the target using a route which A-10s had never before used. The threat along the route, which took them 60 miles behind enemy lines, was expected to be high due to multiple surface-to-air missile sites, and the intense disposition of enemy lines. The threat proved to be heavy on both of the missions. Although taking intense fire from multiple 23, 37-mm. and 57-mm. anti-aircraft guns and having at least three surface-to-air missiles shot at the flight and cognizant that they would have to engage these threats four times, Captain Meier and his wingman continued to their assigned target at great personal risk and destroyed it. The professional competence, aerial skill and devotion to duty displayed by Captain Meier reflect great credit upon himself and the United States Air Force.
