    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Technical Sergeant Roy E. Mattocks, United States Air Force, for extraordinary achievement while participating in aerial flight as a flight engineer of a C-130 near Truc Giang, Republic of Vietnam on 4 February 1968. On that date, Sergeant Mattocks worked in such close crew coordination with his fellow crew members as to allow for the dropping of four loads of vitally needed supplies to South Vietnamese Rangers at a remote outpost, despite the fact that his aircraft was hit by hostile ground fire on three of the drops. The professional competence, aerial skill, and devotion to duty displayed by Sergeant Mattocks reflect great credit upon himself and the United States Air Force.
