    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Sergeant Glenn P. LeMay, United States Air Force, for extraordinary achievement while participating in aerial flight as AC-130H Sensor Operator, near Howard Air Force Base, Republic of Panama, on 20 December 1989. On that date, Sergeant Lemay demonstrated professionalism, aerial skill, and daring when he and his crew were tasked to deliver an accurate array of firepower on La Comandancia, the Panamanian Defense Forces headquarters compound, the highest target of value in the invasion. As part of the initial JUST CAUSE task force assaulting the compound, Sergeant LeMay and his crew braved intense antiaircraft artillery fire to destroy selected targets around the compound, aiding friendly forces access to La Comandancia, and preventing the loss of countless lives. The professional competence, aerial skill, and devotion to duty displayed by Sergeant LeMay reflect great credit upon himself and the United States Air Force.
