    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Warrant Officer Vivan J. Harvey, II, United States Army, for heroism while participating in aerial flight evidenced by voluntary actions above and beyond the call of duty. Warrant Officer Harvey distinguished himself by exceptionally valorous actions while serving as aircraft commander aboard a UH-1D inserting troops when his aircraft received heavy bullet damage from a .50 caliber machine gun hidden in the landing zone. Two other helicopters in the formation also crashed when they were hit by enemy fire. With fortitude and skill, Warrant Officer Harvey fought the controls of his aircraft, which had lost all its transmission oil and hydraulic fluid and had a damaged cyclic servo. Despite constant pitching and yawing, he was finally able to land his ship behind a high dike line which would provide some cover and protection. After landing his aircraft without any further damage, Warrant Officer Harvey instructed his crew chief and gunner to place M-60 fire on the enemy position, thus enabling a rescue ship to land and pick up the crews of all the downed aircraft. His actions were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit, and the United States Army.
