    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to First Lieutenant Wiley J. Hall, United States Army, for heroism while participating in aerial flight as evidenced by voluntary actions above and beyond the call of duty in the Republic of Vietnam. First Lieutenant Hall distinguished himself by exceptionally valorous actions on 24 September 1968 while serving as pilot of a medevac aircraft with the 54th Medical Battalion. On that date, Lieutenant Hall was flying a night mission to extract two men with head injuries from Landing Zone Bowman. The mission was hampered by dense fog and torrential rain. Despite the adverse weather conditions, Lieutenant hall established radio contact with the ground elements, requesting instructions for the pickup. An 81-mm. mortar illumination round was fired to mark the position of the landing zone but was not detected by the crew. Maneuvering closer to the landing zone, Lieutenant Hall finally detected the round. The light diffusion through the fog caused a miscalculation of the location of the landing zone. Making two attempts to land, Lieutenant Hall overshot the zone. Because of the intensity of the fog, his landing lights could not penetrate and define the terrain. Choosing his only alternative, he elected to make a vertical descent. Despite the high winds which pitched the craft, he managed to descend to the landing zone and load the wounded aboard. Through his timely actions, both men received emergency medical treatment which undoubtedly saved their lives. First Lieutenant Hall’s personal heroism, professional competence, and devotion to duty are in keeping with the highest traditions of the military service and reflect great credit upon himself, the American Division, and the United States Army.
