The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to First Lieutenant Richard A. Fox, United States Air Force, for extraordinary achievement while participating in aerial flight as a C-7A Pilot at Mai Loc Special Forces Camp, Republic of Vietnam, on 18 September 1969. On that date, Lieutenant Fox airlifted quantities of whole blood to the camp on an emergency resupply mission in extremely adverse weather conditions. Excellent knowledge of flight procedures, local terrain, and superb judgment enabled Lieutenant Fox to safely reach the Camp and offload his critically needed cargo despite hostile ground fire and weather conditions which forced low level flight at 50 feet above the ground. The professional competence, aerial skill, and devotion to duty displayed by Lieutenant Fox reflect great credit upon himself and credit upon himself and the United States Air Force.
